I have the honour to acknowledge re-

ceipt of Your Lordship's despatch No.14 of Feb-

ruary 18th enclosing copy of a letter addressed to

Mr Chamberlain by Mr G. S. Payne respecting the

conditions of British Trade in China.

Your Lordship directs my attention to the

statement that English Soaps and many other articles

of British Manufacture are still being counterfeit-

ed in Japan and sold by German Firms in China

boxes made and the labels printed at

Your Lordship adds that if this state-

ment be correct it would be well to call the atten-

tion of the Japanese Goverment to thematter

and to request them to take steps to prevent fraudu-

lent imitations from being exported to China and
